Talk to your insurance agent. And tell us what you are trying to do.

If you are indicating that you want to buy a policy to benefit the owner, I don't see why they wouldn't let you pay the premiums. But if you are trying to buy a policy to pay you money if somebody else's car is damaged, I would expect them to tell you that you have no insurable interest in the car.

I'm sorry for not being clear. I've been under my parents' policy for years, the car I drive is technically owned by them, but I am paying the car payment. So now I want to get my own insurance, and I was wondering if I need to have my dad transfer the car title to me before I can buy insurance on it.

yea, i just did, the vehicle does need to be under my name. it's kind of a bummer, 'cause if it's transfered to me, a sweet life time warranty won't transfer.

I would talk to another insurance agency, altho it may just be different for different states. The car I have is currently registered under a friend's name, I tried to sell them the car but the other car I was going to purchas got sold before I could get it, so I stil drive the other car until I can afford to re-transfer the tags. The insurance agent just added their name to my Policy and I pay it all.
