Default 19 Year Old Need Emancipation

My question involves emancipation laws for the State of: Pennsylvania
I have and 19 year old girl living with my family. She was in the foster care system for years before becoming adopted. The family that adopted her, threw her out when she turned 18 and they no longer received their check from the State. This girl wants to go to college but the adoptive parents will not fill out any forms for her. Because of this she can not get any type of Financial Aid. Is it possible to become an independent? How do we go about the process? Where do we begin?

Q: Is it possible to become an independent?

A: Yes. Since she is 19, she needs to get a full-time job and support herself 100%.

Schools "get it" that stuff like this happens. Instead of just filling out the forms, she'll need to either visit the financial aid office or call them and get their assistance with her situation. They CAN work around it, it'll just take a few more steps.
