My question involves expungements or pardons for the state of: NJ

I recently took a job at an Engineering firm and the job is dependent upon getting and holding a DOD Secret Security clearance. Here is the kicker:
When I was 16 years old I was convicted of terrorsitic threat and public false alarm. It was expunged and I am now 25 years old. I have a B.S. and an M.S and no other criminal history. I was notified that I will be filling out the SF86 in order to secure the clearance. According to NJ law do I need to answer yes to the question that asks if I am a felon? Thank you for your time.
