Question Bad Drinking Water And Unsafe Apartments

My question involves landlord-tenant law in the State of:
We live in the State of Washington, South Snohomish county to be exact.
Our monthly rent is 1400.00 for a 3 bedroom apartment which is most dissapointing because we compared other apartments to the slum we are living in:
Brown rosty water out of every faucet, Living room floor is sinking,Poor maintance and increasing rent. Leaking roofs, rusty water, water damage, aspestace, mold, poor patch.
I have developed Ahstma as well now (never had it before)
The apartment itself is old.I personally cried when I first stepped foot inside, and that was after the contract was signed. I would not recommend it to anyone, especially because the people in the office are impossible to deal with. Not only because they don't comprehend the English language but the staff are completely unprofessional and best yet: We pay their wages. Nobody should have to come home to unnecessary headaches, especially if you have a family.
I need advice as to what I can do about this for they won't let me out of the lease. Who can i report this to? (already wrote the renters association board)
Who is able to help us?

    I truly thank you

Contact whatever authority in your county or local government is responsible for inspecting rental housing, and ask for an inspection.

    I truly thank you Aaron.
I sent saple water to the EPA and also filed a complaint with the housing authority.
They did come and fixed some things and tomorrow all units have an inspection. I also found the number for the Investment manager.
I believe we are on the right track and thanks to your boost and all the valuable postings here I was able to pinpoint as to what we have to do.
