Default Tenant's Rights to Receive Key to Gate Lock

I live in a 5 unit building in Washington, DC. My landlord recently pad-locked the back gate without supplying the tenants with keys.
He says that it's for our protection- to keep intruders out. I'm concerned that, in the case of a fire in the front of the complex, my housemates and I won't be able to get out.

I informed my landlord of my concern to which he replied that it was for my own good and that he was not required to give me a key.

Who's right? Should I look into this further or just invest in a ladder?

    Default Locked Back Gate

Consider contacting the local fire inspector to see if this constitutes a code violation.
