When was the last time that you worked? If you are not working, what do you think you should receive a credit against?

If you EARNED more than i thinks it $3000.00 last year then you should get one. But i hope you know child support is not earned income so that doesn't count. So i am guessing since you didn't work then you didn't file for taxes so you would not get it anyway as its too late to file.
I don't think that you understand what tax credits and taxes are:
Before a person can file a tax return, which also includes any credits they are entitled to, they FIRST must have some kind of declarable, taxable income. If a person does not have any earned income, or any other type of taxable income they cannot file a return, nor can they benefit from any type of credit.
CS is NOT taxable, nor is it a declarable income in regards to taxes. If this is truly your only income, you cannot pay taxes, nor can you recieve any tax credits.
A tax credit, such as the child tax credit, is a credit that is given against any taxes that might be owed. If you have no taxable income, you have no taxes owed, and therefore you cannot recieve a credit against tax that is non existant.
Are you asking about Child Tax Credit, or are you asking about the Economic Stimulas Check??
