Default Court Letter Does Not Mention Trial By Declaration

My question involves traffic court in the State of: California.

I got a letter for a traffic ticket, and the letter gives no mention of the option for pleading not guilty. The only thing that infers the possibility is "If you do not wish to contest this matter ...", however it does not give any instructions on how to do this.

My question is: Is this legal for them to do? I want to do a trial by declaration and it gives no instructions on how to do it. I know I have to post bail, but I feel very insecure about having my request for a trial by declaration actually honored. I feel like they just might take my money and never respond.

A TBD is a way to contest the ticket.

Yes, I know that. Thats not my question. My question is "Is the letter from the court required to give instructions on how to plead not guilty?" .

"Is the letter from the court required to give instructions on how to plead not guilty?" .
No. However, there is a multitude of information available for you (probably on the courts website) as to how to do so if you are unsure of your options.
