I'm in a similar situation. I received a citation for speed approx. 95+ in a 70. However, officer wrote some notes in description: "r.c. good 1, Veh was 100+"
That quote might not be accurate, handwriting is illegible. I think it means road conditions were good and that he visually observed me at 100+. I didn't ask how he estimated my speed. I presume visually because I came around slight turn and saw his car parked on side of road. Pace is obviously out and if I did hit 100, it wasn't for longer than a mile (ie not tracked by plane).
He pulled over two cars, I think he cited us both. We were not racing and the first car was a few hundred feet in front of me when the officer's lights went on. He used his hand to wave us both off.
I think I'll lose a fight against the citation. How will the officer's notes be considered? How can I maximize the likelihood of traffic school eligibility?
