Thumbs down Job Qualifications Not Met

My question involves labor and employment law for the state of: TX

Does a city government have to abide by the required job qualifications posted for a position? I was recently denied a promotion and the person hired over me does not have a college degree, which was one of the job requirements. Is this illegal to do, or just unfair. Thanks.

There is no law that forces an employer to abide by its own policies

Sometimes companies will consider other qualifications over a college degree (in lieu of) such as experience for example.
