My question involves bankruptcy in the state of: Washington

My in laws filed bankruptcy awhile back, within the last 10 years. They had a Visa and car loan through a local credit union. Their lawyer recommended they claim the Visa in the bankruptcy, and they paid the vehicle off as well. Now the CU won't release the title to the truck, which was never included in the BK, because they did file on the Visa. Is this legal? What action can they take, so far they think their only option is small claims court. Can they file some kind of lien on the vehicle then?
