Want To Press Charges Against Pet Foster Org.

My question involves criminal law for the state of: AZ

I have no idea how this works, but 2 months ago a woman (whose full name i have) had me foster a dog that I had to pay a 100.00 deposit on because I was thinking about adopting him. She said she would bring me the refund after I decided not to keep him, and she never did. I have called her at least 6 or 7 times, leaving my name and mailing address so she could mail me a check, but she never called back. I also had her roommate's number and called her. She said she would call and then call me back, but she never did. I know this seems minor, but I do not have a job, and I just want to know if there is a way to press charges against her (or use a realistic threat so she gives my money back)? I signed a document that said she had to provide a refund if the adoption didn't work out. Or is there a way to make sure she cannot adopt animals out to anyone anymore? The only problem there is that she does this out of her home and doesn't have any kind of website, contact info...I apologize if I am writing in the wrong section. Thanks for your responses!
