My question involves a security deposit in the State of: California

I lived 3 years in the apartment. On November 2006, a day after Thanksgiving my water heater flooded my apartment and damaged the carpet. My landlady never sent anyone to clean up, I paid the Carpet Cleaners and they advised me that the carpet was damaged and should be changed since was already old and now water damaged.
My landlady ignored my request then. On December 2007 I requested to replace my carpet because it was getting worse. She came in the house with a Carpet "expert" of her choice and stated her carpet was good and didn't need to be changed. On January 2008 I had some break-ins on my backyard and the windows, screens were torn apart by the would-be thief or thieves. I have a recorded Police Event with the local PD. I gave her a 30 day notice to move out on February 1st and on February 4th she gave me a 3-day notice to pay rent...I usually paid rent on the 5th.
I paid February's rent in full. On February 17th a wind storm knocked a tree from the backyard on top of the roof and trashed the backyard with branches and leaves.
After I moved on March 2nd I waited for my security deposit within 21 days. On March 20th I sent a Certified Mail and didn't get a response until April 10th.
Here is the deductions she made:

She charged 31.00 for 1 day rent for March
125.00 to clean up unit
250.00 to remove trash from the private patio
421.95 to REPLACE CARPET (claiming Tenant abuse)
45.00 to throw trash on dumpster
475.00 to repaint the walls (claiming Tenant abuse)
225.00 to replace lights

My question is. Since I lived on the Premisses for 3 years doesn't carpet and walls are part of normal wear and tear?
