Default Does Calfornia Security Deposit Law Apply To Privately Owned Condos?

I'm moving into a privately owned unfurnished condo in California and the owner wants a $500 pet deposit on top of the security deposit, which is 2x the rent. The real estate agent working for the owner said that the security deposit limit does not apply to privately owned condos. Is this correct? Thanks
