    Q: How can one with an excellent work history (supported with written annual performance appraisals) overcome being railroaded out of an office because a constituent wanted their son or daughter to have the office?

    Probably very little legal recourse if this is a "serve at the pleasure of ... job". Sound more like one of those situations in which the only satisfaction you may get would be to go public with the story and let people "read all about it".
