Default Petitioning For Cuban Family Reunification

My maternal grandmother and I as a permanent residents (grandma soon to be citizen) are wondering about the best way to bring our remaining family in Cuba to the US (my mother, father and brother). To petition as permanent residents or wait to become citizens???

As far as I understand there are no special privileges involved in petitioning Cuban family memebers, but my family in cuba insist there is a new cuban family reunification law making it easier.
Has anyone heard of this? or any new policies for Cuban family or is it business as usual?
    Thank you for your input!

Your family is presumably talking about the Cuban Family Reunification Parole Program.
