My sister is 17 years old and she's never gotten alot of attention from guys and know that a 25 year old is showing her attention she's "in love". I use to go to school with this guy and he at one point had it bad for me. He's a creep though, I know how he is. He was a creep then and is one now and he may have grown up but he still likes 17 year olds. I also know that he's gotten 2 other underage girls pregnant and know he's after my sister. She says they haven't had sex but that they have kissed. Is there anything that can be done legally or do all the laws say that they have to have sex before anything can be done, by then it could be to late.

Would reverse psychology work - telling her how happy you are that she's dating the guy? (Or does that only work for parents?)

Seriously, your options are limited - kissing isn't illegal.
