Here's the situation regarding Wisconsin Law..
My fiance's daughter wanted to get out of her father's house at age 16 (this was 12 years ago, by the way). Her parents were divorced and she lived soley with her father. In addition, she herself had a child 1 month old. There was no abuse or neglect, she just didn't like the rules of the house and somehow was able to convince a social worker to place her in a foster home for 6 months. He did not ask for this, it was the daughter's action. After the 6 months, she and her daughter then returned to dad's house to live. Now, 12 years later, he got a letter in the mail stating that there is a debt due to the county for past foster care expenses. The letter stated that one county forgave this debt in error and that the county that he resided in at the time will not forgive this 12 year old debt.
Does anything with emancipation or statute of limitations apply here?
Will the State of Wisconsin seize any tax refund?
Does my fiance have any recourse?
