I'll wait for others to reply for the other parts of your post, but I will address the CS.

The Consumer Credit Protection Act limits the amount that can be garnished. In your situation the max amount will be 55% of your net (after tax) income. They are apparently deducting way too much.

Go to http://www4.lawcornell.edu/uscode/#TITLES print out the act in Title 15 chapter 41 and take a copy to your employer and send a copy to the state to remind them that they cannot garnish more than 55%.
Unfortunately, I have tried to let them know. In the state of PA they HAVE to leave you with a net income of $748.00 a month. AFTER taxes and medical. He's getting LESS than $300.00 a month with everything they take out. His check 2 weeks ago was $0.00. HOW can a person live on that? (This is the wife putting her in thoughts and comments!) I can't stress enough that she gets away with everything, and he pays for it. I don't know of a person who should in his situation due to who she is dating and everything else.
