Default Husband Wants To Adopt My Child In California, Bio Father In Prison

My husband of 6+ yrs wants to adopt my child. Bio father is in prison, has had no contact with child for over 10 yrs, has not provided support, but still has parental rights. Can his rights be revoked? Do I have to contact him and ask him to give up rights? This could be unsafe. Do I have to contact his family? What is the first step? The jurisdiction is California.
Thank you so much for your help.
