Unhappy Responsibility For A Pregnant Teenage Step-Daughter

I have a step-daughter who is 15 and we just found out that she is pregnant. My husband was told by someone one that in Stanislaus County, California when a teen becomes pregnant the parent is no longer responsible for that child. I have tried to find the answer to that but I cannot seem to get any. She is very troubled and we know she needs help. She ran away a year ago and was living with some friends. She then went to live with an aunt who let her leave and go with her mom. Her mom is on drugs and tried to beat her. We found out that she is now living with a 25 year old and is pregnant by him. We tried to have him arrested, but the police told us that it wasn't our choice that the DA had to file charges. I need some advise on What to do. Can anyone please help me?

That's not true, a pregnant minor is still a minor and her parents are still responsible for her.

Some people hear the term medical emancipation and they confuse it with a minor being free from parental control. That is not the case.

If the local law enforcement won't take a report on the statutory rape, then contact the District Attorney's office.
