Default Theft By Deception DDS. Dallas Tex

Here's the condensed version of my situation.
In the process of having dental work done the dentist asked for
jewelry to trade for dental work , I'm a Jeweler/Gemologist
I memoed (let borrow) $13,100.00 in Jewelry, he didnot complete the proposed work and won't return my property.
There was no contract because we had not come to terms,he was trying to get me to take much less than the jewelry was worth, I refused to
    lower the prices.
I've sent him certified demand letters and he say's he's going to keep it.

The police say it's civil but according to the law(written codes) it's theft.
I can't get them to take a report when the law clearly states it's theft.

I'm disabled and don't have the money to persue in court.

    What can I do?

Small Claims Court is an option, but it's limit is only $10,000.
