I am trying to get her to talk with them. She seems afraid to talk to them though.

Sorry... I don't know much about laws, or CPS and its workings... I am just trying to help her find the best solution. Does CPS consider emotional abuse or is it just physical?

CPS considers everything so instead of second guessing the experts, CPS and, assume they will fail let them do their job

You got your answer call CPS if there is abuse they will deal with it. Either by ordering counseling or removal of the minor

If she is afraid of talking with the counselors, she probably won't open up to CPS either.

Hopefully she will not runaway, that is not the answer.
