I don't know what the officer was thinking. The officer will complete a report, which will be reviewed by a prosecutor for possible charges. The charging decision belongs to the prosecutor, not the police officer, but the officer can influence that decision. Maybe you'll be lucky.
As noted above it is possible for the store to create a stink about things, or even to try to force a prosecution, in the event that charges are not filed. I don't think that is likely in the event that charges are not authorized.
