Depends on who you ask.
The United States' position is that if you're born here, you're a citizen, no matter the nationality of your parents.
Mexico, however, passed a law in 1988 stating that any child of a Mexican national may claim Mexican citizenship, even if s/he is a citizen of another country.

Your hypothetical grandchild would have to act to claim Mexican citizenship, it appears. If s/he is born in the US, his/her US citizenship is automatic.
