A Washington warrant has to be resolved by the Washington court that issued the warrant.
Whether or not you would be picked up and extradited depends upon whether California has requested interstate pickup.
If the fines are traffic, you license may be suspended. CA used not to suspend CA licenses for unpaid out of state tickets but I do not know their current policy. If you are stopped, the officer usually has the option of holding you in jail and notifying WA. It depends on the nature of the warrant.

That means you still have a suspended license. If you are stopped while driving you will have your vehicle towed and spend some time in jail. You need to get the WA matters cleared up and then reinstate your license with the WA DMV after your suspension is over. I strongly recommend an attorney.
As you were told, it cannot be resolved in CA - it can only be resolved in the jurisdiction where the warrant was issued.
In CA you can get stopped and arrested until WA decides if they will extradite you or not, and this can happen time and time again if the warrant(s) are in NCIC.
Additionally, with a suspended license you might find your vehicle towed for 30 days or more if you are caught driving on a suspended license from WA.
A warrant will also prevent you from gaining many types of profitable employment, and from accessing many forms of government aid including loans, welfare, subsidized aid, etc.
Get the matter resolved or you will remain a fugitive. Warrants do not expire with time.
