Shoplifting In California

My friend was apprehended for shoplifting in a macys. they detained him the second he got out of the store. i wanna help him out. he said they described to him in detail how he concealed the items when he was in the fitting room. i read in a site that they are certain rules for shoplifting apprehension.
Must have 100% uninterrupted surveillances
Must be caught at least 6 feet from the entrance .

how could they have 100% surveillance when he went into the fitting room? how could they describe in detail how he concealed the items? i thought cameras in fitting rooms were illegal. is California an exception?

Unbroken observation is easily maintained even in fitting room stop.
Example

LP sees subject enter fitting room with five items
LP sees subject leave fitting room with three items
Second LP searches fitting and is usually already stationed outside room
Orignal LP follows subject until second LP tells him there is no merchandise in fitting room
Orignal LP follow subject out of store and makes stop

By the way if your friend had merchandise on him that pretty much seals the deal but as you can see they met their obligation
