Is it legal for a college bookstore to prohibit customers to browse the shelves? This is in New York.

I was shocked to experience this today at a community college today. I was told it is their policy to request customers remove jackets before entering the books area. Normally I don't even get to browse the books. They ask me what class and they bring the book to the cashier and I pay for it. I was told many college bookstores use this policy. I don't know about that since this is the first time I had this experience and I had visited a few college bookstores in my life.
Can you pictures Barnes and Noble in the mall asking shoppers remove their jackets first? I will be afraid that some body steal my expensive coat.
