Guardianship Of A Slow Learner

My brother is mentally challenged, age 36, IQ level of an 8 year old. My parents are getting old and now that he is moving to the states, I was wondering if I (32 years old) can become his guardian so he can get health benefits through me. I live in NJ and don't know how to go about this. Can someone please help! Many thanks in advance. Regards.
