Default What Are Exceptional, Extreme, And Unusual Circumstances

I want to apply to the Board of Pardons and Paroles in Texas to have a misdemeanor pardoned. I understand I need to show that exceptional, extreme, and unusual circumstances exist. I cannot find this phrase in a Law dictionary. Can someone tell me how the Board will define exceptional, extreme, and unusual circumstances?

You can use whatever dictionary you choose - that type of determination will be made on a case-by-case basis.

Thank you so much for your reply. I have another question. Currently, I am recruiting writers for the required Letters of Recommendation. I want to give them some goals and guidelines for the contents of their letters. Do you have any suggestions in regards to what constitutes a good letter of recommendation?

I have ideas, sure, but I'm not a Texas lawyer and have never helped anybody apply for a Texas pardon. So my ideas may not be worth much.

You want people who know you personally and professionally, over a period of years, and can attest to your present law-abiding lifestyle, work ethic, and sobriety. You want people with actual knowledge of your life, not people who have passing or superficial knowledge. Cover all the bases as well as you can - your boss can attest to your merits as an employee, but may not know much else about you, so you need other knowledgeable people to cover those other areas. Ideally their statements will also support your claim of need - that is, they will help clarify those areas in your life where your record is (now unfairly) affecting you, and how a pardon might benefit you.
