    Default Landlord Stealing Utilities

i have a feeling that my landlord is stealing gas and electricity but i dont know how to approach this situation. the basement is inside his house so its not like i can go down there on my own to check the gas pipes or the electrical outlets. i feel uneasy asking him to let me go check because hes going to take it as if im accusing him of something. (which i kinda am but i just dont want him to take it that way just in case im wrong)
there are several problems that lead me to conclude that there is something wrong. my gas bill tripled up from november to december when we dont use that much gas because we have electrical heaters we bought at walmart for the sole purpose of testing the hypothesis that the landlord is stealing gas. there in also a coin operated laundry room that contains 1 dryer and one washer in which we think that both these machines operate under our utilities. as far as i know, these machines have to operate under the landlords utilites. there was a certain ocasion in which for whatever reason the electrical brakes snapped and our kitches was left without electricity as well as the landry room but not the rest of our house. now theres a red flag here. also, when the landry is operating, our hot water flows in slowly and changes from hot to cold and vise versa. also, one time i told the landlord there was a problem with the gas not being on and told him i was going to have someone take care of it and if they could go fix it with his permission of course but he refused and said hell take care of it

You can try sending him a letter indicating that it appears that the laundry room utilities are powered by your gas and electricity, and ask that you get a credit or that he take over those bills in return for your paying a reasonable monthly fee representing your actual use, and see how he responds. If the laundry room is using your gas and power, I expect he knows it.
