    Default Shared Utilities In Pennsylvania

    I live in Pennsylvania. When I first signed my lease, the landlord charged $35 quarterly for water. Subsequently, the charge went to $45 quarterly, and now has been raised to $53 quarterly. None of the units in the complex are individually metered. Is it illegal for a landlord to charge for shared utilities like this?

    I have heard previously on other sites that it unlawful for a landlord to charge for utilities if they are not metered separately, however I can not find any proof to back up this claim. If you can supply links to something that states that this practice is unlawful that would be very beneficial.

    I find reference to the "Utility Service Tenants Right Act", which is supposed to be in Title 68 of the Pennsylvania Statutes, but that's not yet available through the Pennsylvania Legislature's website. Thus, I'm not even sure what the Act provides, or of its current status. The citation I have is 68 PA 399.1 et seq. - you should be able to look it up at your county's law library.
