You appear to be referencing Title V of the Telecommunications Act of 1996 - known as the Communications Decency Act. Portions of the CDA, most notably the "safe harbor provision", survived. Since that time there have been a variety of efforts to pass a new law regulating "decency", some of which have fared better in the courts than others.
