Default Refusal to Return Borrowed Items

A friend of mine recently ended a relationship that lasted a little over a year, and now they are having a dispute over the return of property that they had shared during their relationship. My friend has told him that she wants to return all of his stuff (mostly clothing), and she wants her belongings back, most importantly an expensive camera. He said he will give her the camera, but he is keeping the lens. The lens is a fairly expensive type, although I am not sure what kind it is. In his refusal to return this, is he breaking any laws?

By the way, we all live in New Jersey.

Are you asking if he can steal her camera lens without any possible consequence? Isn't the answer rather obvious?
