Who Is Responsible to Fix an Old City Street

I live in WV. I just purchased a piece of propery which has an entrance of approximatly 1/4 of a mile long. On all tax maps it is considered 'Walnut Street' but is outside of the city limits. There use to be a residence there, but has not been used for 10 years or more as entrance to a home. There are three people who use this road as entry to thier land. The road/street is in bad shape.
Who's responsible for upkeep?

In West Virginia (unlike most states) nearly every public road outside of a municipality is a part of the state road system and is under the maintenance of the WV DOT. It has been this way since 1932. Not all roads have been wrapped into the state system; those not yet added are called "orphan" roads and there is a provision to get them added to the state system. I would suggest that you contact your DOT to determine the current status of your road.

I agree. Start calling around to the city, the county, the state, whoever, till you get an answer.

The answer may be, "We ain't fixing your road, lady!" but at least then you will know.
