Default Avoiding an Insurance Claim After a Car Accident

Firstly, I live in northern Virginia, earlier today I was going down a hill and braked slightly too hard and went into a hydroplane. I swerved into the left turn lane, but had to adjust since I started skidding again. I was able to stop finally, but tapped the bumper of the car that was then in front of me.

There was no police report, no injuries, but I did not have my insurance information with me. The person lived down the road from me, and was assured that I was indeed insured. We both left the scene and I gave the person my insurance information, however the damage is so light it would cost me much, much more money in the long run for it to be reported than for me to pay it and pay the person a few hundred more bonus money out of pocket, however they refused steadfastly. Is there anything I can do to prevent this?

No, not if the other not at-fault party doesn't want to do it your way.

Additional question, there was no police report. What effects does this have, if any?

That will depend upon the policies of the involved insurance companies, but the facts appear to be uncontested and unambiguous as to fault so I would not expect the absence of a police report to have a significant impact on the claim.

It means nothing. Most accidents don't have a police report.
