My daughter lives in northern California and has a disabled son. He is very bright and looks somewhat normal, though he can not speak and signs though he is not deaf. He escaped from their extremely well child proofed home one morning. My daughter was working nights while her husband works days (so she was asleep) because they do not trust anyone with their son, he has huge health issues as well as escape artist talents. The police "found" him out wandering, though they refused to say how they knew where he had come from (he sure did not tell them), they reported her to CPS, Cps did a follow up and closed the case. Now the police drive by continuously and yesterday stopped in for a visit. They came in saying CPS had asked them to check in on the boy. They came in uninvited and looked through all their rooms with flashlights, accused them of "passing around a pipe outside" which was denied and not true, then when they could not find any further reason to harrass them asked about their neighbors (who actually are drug dealers). So, my questions are 1) Who do you go to to report police harrassment? 2) Can they come in your home uninvited? 3)Do they have the right to use CPS as a cover story-CPS uses Social workers to check in, the last time I heard.
