I am a UK citizen but have been a permanent resident of the USA since Sept 1989 (18 years) and I have a Permanent Resident Card (I-551?). Recently I travelled back to the UK for a funeral and shen I entered the US at Newark Airport the immigration official looked at my Green Card and at me and said something to the effect of "photo not good", stamped my passport, and wrote on it "ARC I 90".
Now when I look at the I-90 form "Application to Replace Permanent Residence Card" (OMB No. 1615-0082) under "Who may file this application" the only relevant condition seems to be:
- To update a card after change of name or other biographic data;
Would changing the photo count as 'other biographic data'?
In the instructions for the I-90 form under 'Where to file' it says "in person at the local INS office having jurisdiction over where you live". But when I check the "Requirements of your local office" from the Infopass page of USCIS the Field Office page for Indiana doesn't mention that I-90 applications are accepted in person. Should I just go ahead and make an appointment? I really do not want to file this by mail since I've already made arrangement to travel to the UK over New Year and I do need to get it sorted before then.
