I know that I will have an inspection of the apartment once I leave. I had one when I moved in. I plan to take many photos of the empty apartment before I turn the keys in just in case they try to say that I did some damage. What I'm afraid of is that when I do come back to turn the keys in they will say there is no one available to do the inspection right now and they will call me. They told me a week ago that they needed to do a pre-move out inspection. (I've never ever heard of such a thing.) She said she would call me to make arrangements but I have heard nothing.
What are my rights here? Can I refuse to turn the keys in until they provide someone to do an immediate inspection? What if this occurs on the day that I'm to surrender the property to them? If I refuse to give them the keys can they hold me responsible? I'm moving 10 miles away from my current apartment and will have neither the time or the gas money to keep running back and forth.

Thanks for the help!
