Default No Ticket Issued, But Officer Stated I May Lose My License, in California

I was pulled over by CA highway patrol for going 95 in 65 this morning. I didn't see my speed because I was completely lost in thought.

The officer took my license, reg & insurance and walked back to his motorcycle. I didn't notice if he did anything b/c I was shaken up. He then threw the license etc on to my passenger seat and said he had to get to court but he's recommending my license be suspended and to look out for something in the mail in 30 days.

He didn't provide me with any paper work nor did he get me to sign anything (no paper involved). Is this legal? Can he file a ticket without my signature?

I'm not going to lie, I do speed but usually 70-75. I've never gone 95 and truly don't know if I was going that speed limit. Can he file a ticket without having me sign anything? I called the Clerks office and they "cant offer legal advice" even though I'm just asking what the law states (not advice). I'm sick to my stomach because I commute 2+ hours a day to/from work and can't be without my liscence nor can I afford for my insurance to go up. Thanks in advance for your help!

My understanding that in CA a ticket can only be issued by mail when there is an accident. Carl may chime in with more info.

I think you may have been very, very lucky. There's probably a pretty good chance you'll never hear another thing about it. Let us know! (The part about him recommending that your license be suspended makes no sense at all.....his feelings regarding that are of no consequence.)
