Default Selling Stolen Goods On The Internet

okay long story short my cousin used to work for a dentist and she ended up stealing electronic toothbrushes and selling them on ebay on her boyfriends account and recieving the payments through his paypal. well the dentist found out but doesnt have any physically proof that she took anything (not saying she wasnt in the wrong) well she recieved a letter today that states " I am investigating a felony criminal case in which you have been named as the suspect, or through investigation, i have reason to believe you are the suspect, or that otherwise involved. It is in your best intrest that you contact me immediately for an interview so this matter can be resolved.
"If you choose to ignore this request, i have no choice but to rely on reports and statements made by witnesses and other parties involved, which may lead to felony charges being filed on you and an arrest warrant being issued. "
what would happen in a matter like this?

Are we to assume that the letter was from a law enforcement officer?

Your cousin can either talk to the investigator, who can be expected to try to get her to confess, or she can decline to talk to the investigator and see what happens.

As in a police detective, or a private investigator? Nobody here wants to guess.
