Question Father Left State With Children

If this is in the wrong place Please move it.

This all has taken place in the state of Missouri.

My son's girlfriend and her husband have been split up for 3 years and they have 4 children together.
Their divorce has not gone threw because of deciding where the children should live. They had his mother and father taking care of the children and they each would go visit and keep the children for over nights.
Then my son's girlfriend went to see the children on the 26th of Aug. only to find out that their father had come and got them to get them ready for school.
Yes they was signed up for school but, never went.
The Police are informed and helping.
So far we know that they are somewhere in Texas.
My question is this, Do they need to get a Lawyer in Missouri or Texas to bring back the children?

Thank you so much for your help
If more information need Please let me know

I believe that they'd need an attorney in the state that the children have been residents of for the last six months.

I may be incorrect though, so just to make sure, you should get a consult with a local attorney.

Has a divorce been filed? Have any custody orders been entered, temporary or otherwise?

Thank you both for your answers.

Her Lawyer had filed but, his Lawyer and him didn't want it to go threw until custody was settled.
There for there is nothing on paper about the children, including visits they were working on that together.
He will not tell her where they are and will not let her see or talk to the children.
Please understand they are both good with the children.
