Canada has immigration laws. If the person doesn't obey those laws, the person will be subject to deportation.
Personal expirience indicates that Canada Customs does background checks on people entering the country through FBI informations. Ferry and air are checked while you are in route. Border guards may check, this is random. I was stopped at the Port Angeles, WA to Victoria, BC ferry terminal.
If there is a record of criminality, DUI/DWI, probation, warrants, and child support issues, and your record is pulled up, you will be denied entry.
To move to Canada, you better be rich because you will have to work, but cannot do so without a work visa. During the application process for this, you will be checked out by immigrations.
Now, lets say you have no non-support warrants at the time you enter, and lets say you are approved for a work visa. Odds are you will still be found out should you decide to return to the states, even for a short visit.
If you try to immigrate, know that your records are searched and you must provide a wealth of information about yourself and the info you give is compared to FBI and Social Security and you must supply a FBI background check and a state police certificate of clearance for every state you've lived in since the age of 18.
So, to answer the question, yes, you can move to Canland, but the odds are against you lasting long before being discovered.
