Question Threat of Statutory Rape Charges

i know a little something about the statutory rape laws in texas. the thing is that i have a cousin thats 22 that came from central america about 4 months ago. he just had a baby with a 16year old girl, she is also from over there, when she came here she was already pregnant, and her parents knew about them all along.now that she already had the baby they are making him marry her or otherwise they will press charges on him. My question is... would they still be able to charge him even if it did not happen in this country or state (TX), someone told me that texas has no jurisdiction, and that would be a legal issue with their home country. or what can be done???? he needs advice asap!!!

Texas can't prosecute him for what happened in Costa Rica before they immigrated, but they can prosecute for sex acts which occurred afterward (even if the girl was already pregnant).
