Federal Question:
Say a Police Officer violates your constitution rights and you file a civil complaint. Information shows that the authorities can have the civil case “frozen” pending their investigative outcome. If the complaint is not civil and is filed with the Department of Justice for the actual civil rights violation, does the government still have a right to “freeze” the investigation or claim investigative immunity, or can the government "freeze" a complaint regarding violation of an individual's civil rights. I’ve always presumed that would be a further violation of one’s civil rights.
