Fraud By A Private Agent

Hello

There is a guy (private agent) who helps to fill out the applications and help to find high schools for my sister so my parents gave my aunt who lives in San Fransisco $6500USD to give it to him.

So my aunt did and seems like everything going thru. The prevate agent He is a citizen of the states. My parents asked him whether he paid the tuition fee for my sister and he said he did.

Now my parents asked him to give the money back to them since he seems like he doesn't know anything about the school.

He promissed to give the money back to my parents and now they can't contact him anymore. Can't reach his cell phone, his gave me the fake company number.

I know his address and my aunt has a paper he signed that he got the money from her.

What should I do?
Should I hire a lawyer? please help..
