The Equal Pay Act does not guarantee that all employees in the same job be paid the same; only that differences are not based on a protected characteristic.

The Equal Pay Act is a Federal law, and under Federal law she is not protected for the reasons already stated. So no, I don't see where the Equal Pay Act would do her any good.
