I was stopped by a CHP office and he told me that I had exceeded the posted limit. After he reviewed my CA Drivers License, CA Vehicle Registration Card, and Proof of Insurance, I was handed a Notice to Appear.

There is a space on the form with 4 lines that should be used to specify the Code and Section, and the Description of the offense. This area is completely blank.

The box titled Approx Speed has a number and the box title Posted Limit has number.

This appears to violate CVC 40500. Here is an excerpt (http://tinyurl.com/3y9cmr), "containing the name and address of the person, the license number of his or her vehicle, if any, the name and address, when available, of the registered owner or lessee of the vehicle, the offense charged and the time and place when and where he or she shall appear."

Since no CVC has been cited, what about arguing for a dismissal at arraignment? Something like, "Your honor, since I have not been charged with a crime, I respectfully ask that this proceeding to be dismissed."
