The really odd thing here is that nobody from the local store or corporate seems to have initiated the civil demand. This is not an automatic and it HAS to be initiated by those injured. The courts do NOT handle nor care about the civil demand (unless, of course it goes so long that the at fault party gets sued).

Voila, you need to understand that civil demand laws are very simple. They allow the injured to demand a prescribed amount. it is a statuatory limited amount. The only thing you can do is as Aaron suggested, speak with them or demand it be taken to court. Most people simply pay, it is cheaper and easier. Chances are if it goes to court you will lose. These laws are very simple and you have no defense.

As far as kids walking home alone; our school district has made it up to 1 mile distance from the school that students do not recieve bus service. That means children as young as 6 end up walking to school, many of them with no sidewalks available to them. Some of the parents pool and such but there are always families that just don;t have the means or opportunity to take advantage of those situations and their children walk along the road. Scares the hell out of me but not much I can do about it. I tried.
