If the money was paid to your creditors, you won't get it back. But you'll get credit for those payments toward the money you owe.
But what if it never got that far?
We have no way of knowing how far things got. If you had a lawyer, ask your lawer. If not, try inquiring with the trustee.
What happened was I inquired through a lawyer regarding filing chapter 13. I paid him the money and waited for the paper work from the trustee, when I received it I decided to dismiss the bankruptcy. I explained to my lawyer that I changed my mind and inquired on getting my money back. That's when he told me not only am I not getting my money back but I owed him more money. Doesn't sound right to me. Advice.

What, you expect the attorney to work for free?
Depending on how much you paid, you could be due a partial; refund but you most assuredly are not due the entire amount back.
Your attorney should give you an accounting of the expenses incurred.
It also sounds as if the BK had actually been filed. There are court fees that are not recoverable as well.
