Look at that Google search. The first page, at least, is full of news stories on the issue. From the WSJ to treehugger.com.
Not to mention folks that live in places like NYC. I know people from just about every age range up that live there that have never had a license because it isn't really necessary.
Second, you asked a question about your child's other parent's ability, not a legal question. If you intended a legal question, then you really ought to answer the following question that I asked previously: "If 'both parents are responsible for education choices,' why are you referring to the other parent as 'the custodial parent'?"
